Pay Your Bill by Debit or Credit Card
Ebill Customers:
To Pay Total Balance Due by Credit or Debit Card For Ebill Customers:
After you have registered if you wish to pay your bill by credit or debit card, logon to the eCommerce website: Click Here
1. Enter your E-mail Address and Password.
2. From the eCommerce Menu, choose View and Pay Bills:
3.Click on the $ Sign (Pay Now button) which will bring you to the Pay Account Balance Form.
4. Once you have received the payment amount, click on Make Payment where you will be directed to the final page that will ask for your payment information. (A 3% plus $.35 per transaction convenience fee is charged on Credit/Debit card payments.)
Other Methods of Payment:
We accept payment by Cash, Check, ACH Monthly automatic bank withdrawal and Credit/Debit cards.
Payments can be made between 8:00 AM and 4:00 PM at City Hall 314 Spring Street.

Payments can also be made over the phone or through your online banking.

Monthly Automatic Bank Drafting is also available. If interested please complete the ACH Debit Payment Authorization Agreement (< click to download form in pdf format) and provide a voided check or account authorization letter from your financial institution including name, routing and account number.
Paperless Billing
Register Here To View Your Bill Online
You will need the following items:
1. Your ô€€…TOC account number.
2. Your Personal ldentification Number (the five digit number located on the top middle of the payment coupon portion of your bill).
After you have registered, starting with your next scheduled billing you will be able to view your bills online. You will receive an e-mail that your bill is available. Follow the directions given in that e-mail to view your bill.
This action removes you from receiving Paper Bills.
